Ministry of Public Works’ budget cut, biggest impact on Directorate General of Water Resources
JAKARTA – The government has slashed the budget of the Ministry of Public Works (PU) by IDR 81.38 trillion, affecting several infrastructure projects, with the largest cuts in the Directorate General (Ditjen) of Water Resources.
Minister of Public Works Dody Hanggodo, explained that the budget cut aligns with Presidential Instruction (Inpres) Number 1 of 2025 regarding Spending Efficiency in the 2025 National and Regional Budget implementation.
“The original budget was IDR 110.95 trillion, but after efficiency measures, it was reduced by IDR 81.38 trillion, leaving a total budget of IDR 29.57 trillion,” Dody said during a hearing with the Indonesian House of Representatives (DPR) Commission V on Thursday (6/2).
At least 21 infrastructure projects will be postponed, affecting sectors such as road connectivity, water resources, and residential areas. The breakdown of the cuts includes:
- Directorate General of Water Resources: IDR 27.72 trillion
- Directorate General of Highways: IDR 24.83 trillion
- Directorate General of Human Settlements: IDR 7.75 trillion
- Strategic Infrastructure: IDR 20.69 trillion
List of 21 Affected Infrastructure Projects in the Ministry of Public Works:
Water Resources:
- Construction of 14 dams, 1 directing structure, and revitalization of lakes and reservoirs.
- Development of 9,550 hectares (Ha) and rehabilitation of 29,000 Ha of irrigation networks.
- Construction of raw water infrastructure with a capacity of 1.25 cubic meters per second.
- Flood control infrastructure (19km), coastal defense (4.5km), and lahar and sediment control.
- Infrastructure operation and P3TGAI in 12,000 locations.
- Land acquisition for water resources projects.
- Other management and technical support.
Highways:
- Construction of 57 km of new roads and capacity expansion for 1,102 km of existing roads.
- Construction and duplication of bridges (5,841 meters), suspension bridges, and bridge preservation (12,000 meters).
- Construction of flyovers/underpasses and tunnels (94 meters).
- Development of 7.36 km of toll roads.
- Routine maintenance of roads (47,603 km), bridges (563,402 meters), and labor-intensive employment for 24,600 workers, along with technical support.
Human Settlements:
- Construction and improvement of SPAM (40 liters per second), expansion of SPAM (863 SR and IBM Pamsimas in 600 locations).
- Wastewater management systems (10,240 households), waste management (9,540 households), and IBM (Sanimas 1,400 locations, LPK 825 locations, and TPS3R 100 locations).
- Regional development (118.5 Ha), tourism area management (3.0 Ha), and IBM (Pisew in 900 locations).
- Construction of 9 buildings, environmental management in 13 areas, and other management and technical support.
Strategic Infrastructure:
- Education function: PHTC education (9,300 school units and 2,034 madrasa units), rehabilitation, and renovation of universities and religious buildings (9 units).
- Settlement function: Rehabilitation and renovation of markets (2 units), sports facilities (3 units), and other facilities (4 units).
